Applying Oils for Skin Problems?

I was reading about oils for treating skin problems...I might have whitheads on my forehead and rosecea on my cheeks. So I was planning to use oils, how exactly do you use them. (Directly, or mix it with something, after an exfoliator, or soap) This is new to me so please help me out. Thanks...
