try replacing your oil filter housing gasket, this can leak and make it look like the filter is leaking. also the oil pressure switch is sometimes located above the filter these leak alot of oil when they go bad, check that out. make sure that the old rubber gasket isnt still on the housing if it isnt the start with the other answers
take the oil filter off and look at the flange that see ts with the base of the rubber on the new filter, there is a lot of crap that can build up on it , take a flat screw driver and scrap this off, then rub it with a rag, make it clean, also make sure you have got the right oil filter,
